Kelly has been a member of the Commission on International Education at the New England Association of Schools and Colleges for five years. In that time she has served as lead or team member on visits to schools in Europe, Central America, and the United States. Several of these visits included providing training for the school team in the ACE protocol and visit preparation.

For nearly 30 years, Kelly served as a school leader in Connecticut. In her work she focused on systemic improvement efforts designed to develop in students the knowledge, skills, and understandings necessary for success in a rapidly changing global environment. She has long been an advocate for collaborative leadership that seeks to empower all members of the learning organization. She recently retired as Superintendent of the Mansfield Public Schools, a position she held for 7 years.

In addition, Kelly has been an adjunct professor of practice for nearly ten years in the University of Connecticut Administrator Preparation Program, including five years of work training principals in advanced leadership practices in the country of Jordan. Her work at UConn also includes teaching in the Executive Leadership Program, a program designed to prepare administrators for the superintendency. She is now the coordinator of the UConn Neag School of Education Executive Leadership Program and consults with national and international schools on leadership, transformative education practices, and deepening learning. She has presented at conferences and workshops throughout the US and internationally.

Kelly holds a Bachelor of Arts degree in Special Education and Elementary Education from Boston College, a Master’s and Sixth Year Degree in Education with a concentration in School Psychology from the University of Connecticut, and a certificate from the Executive Leadership Program at the University of Connecticut. She was awarded the Emeritus Award for outstanding service from the Connecticut Association of School Superintendents in 2022.
